Yes they could but it will not be changed to 30 day entries. Visa exemption and the DTV are different even if they come under the tourist umbrella in many respects.

You know what it means, The DTV gives you a 5 year stay , We all know it does not mean a 5 year stay without leaving the country. Seems very childish this nitpicking to downgrade the DTV.

You do not need a long-term visa to rent in Thailand. There are plenty of short-term options. I rent aparthotels, monthly Airbnb's. Rent hub is a good short term accommodation site, The 60-day visa exempt is going to end, the date not decided yet, so you need to keep an eye on that.
