 From my perspective yes, but rules and regs may differ. You may need proof of appointment. Might be worth finding a clinic that does free consults and get a letter

 the point of the vaccine was to create confidence for border crossing (in this context) - in that regard it is useless as the efficacy rate is too unproven to remove quarantiene
