Why was my friend's COE application pre-approved only after uploading flight information?

My friend was asked to upload flight info before is COE application was PRE-approved. We thought that was strange because there is no field in the application for this besides “documents for further consideration”

We bought his flight and uploaded it to the “further consideration” section.

Can someone help and explain what they mean by “We still have no policy.....”?

Is this because we are doing this too far in advance? My friends flight is in October and we are applying through the NYC embassy.

Spoke with the nice folks at the LA Consulate last week when helping a friend with his COE for an early June departure. The COE just issued, but there was a stated concern that flights are routinely canceled or changed and each COE must reference the particular flight and flight number. The Consulate representative said they were therefore trying to issue COE within a week or two of the flight. Seems a late August/early September application for pre approval may make more sense. Good luck.

The standard is to start the COE 15 working days before travel, especially with policy constantly evolving

they won't issue visas outside of 3 months before traveling. I guess it would be the same time value applying for the COE
