It says you need a negative PCR or in the event of a positive PCR a recovery certificate.... And good luck with that...

why? It's not a requirement of a Non-oa to have a bank account in Thailand

Yes, most offices will allow you to apply when you have less than 30 days on your stamp.

yes possible, however many people struggle to meet the time lines with a visa exempt. Open bank account, needing a residence cert or embassy certified copy of passport, move money and submit non-o 90day application, with 15+ days left on their stamp. Also depends on the immigration office if they will even allow from a visa exemption
