ah, yes now I understand. Unfortunately you won't get a residence cert out of Bangkok Immigration on a tourist visa and the DLT here requires it. After banging my head against this wall for a year, I ended up doing a two day trip to Pattaya and engaged an agent.
Note that you need to submit your application with more than 15 days left on your entry stamp and also have 800k THB in a Thai bank. Hence a good idea to arrive with plenty of time on a 60 day tourist visa.

Transfer money.
Submit non-o 90 day application 2000THB
Season money 2 months
Submit year extension 1900THB
