Yes, you can turn in your old passport at the US Consulate, while waiting two to four weeks for the new one to come in the mail (along with your cancelled old one).

Then you take the new one to your usual Thai immigration office (Laksi?), wait on line and queue for the section that will stamp your valid visa in your new passport. Sorry if I wasn't clear.

Yes, they take passport. They will only mail the new one. Thai immigration will give new visa stamp.

Negotiating BKK cab fares:

1. Hail a moving taxi in uncongested area: meter (if agreed)

2. Moving taxi in a congested area or to a non-central sector/parked taxi: +50-100% usually works.

3. Out of town: Grab rate (+/- 10 baht/km--or more.

4. A/P: extra for large bags; more limits on number passengers and bags.

5. Everywhere: + tolls

I have heard intermittently that Tachileik and Myawaddy are open. Not sure if true and not sure if applies to foreigners. Please DM me if you find out. Also interesting if Htiki (K-buri), 3 Pagodas and Prachuap crossings accessible.

Perhaps, but Moulmein is a hike and Victoria Point a paddle :)

Victoria Point/Kawthaung is fascinating. Maybe last look at Old Burma :)

See DM. I don't know how you would negotiate customs duty, since you are unlikely to be able to speak with the customs officer.
