TLDR : Answer Summary
In Thailand, especially for long distance rides like from Bangkok to Jomtien, taxis are not strictly required to use their meters. Many drivers operate on a fixed price basis and it is common practice for passengers to negotiate the fare before starting the ride. Fares can vary widely, typically ranging from ฿1,100 to ฿1,700 or more, depending on the point of departure and traffic conditions. Services like Grab or local taxi apps are often recommended for easier fare management.

Negotiating BKK cab fares:

1. Hail a moving taxi in uncongested area: meter (if agreed)

2. Moving taxi in a congested area or to a non-central sector/parked taxi: +50-100% usually works.

3. Out of town: Grab rate (+/- 10 baht/km--or more.

4. A/P: extra for large bags; more limits on number passengers and bags.

5. Everywhere: + tolls

There are no rules in Thailand. Negotiate price on everything before you agree to anything.

If you want to save money. Go to their eastern terminal (ekkamai) and ask for public transport. They use those public van. It's not so comfy but way cheaper.

too late, and I don't think I am overpaying by much. But I haven't overcome my western outrage when people lie to my face (a product of my American Stockholm Syndrome is the belief that somehow it is better when they lie behind my back) and I want to be the right amount of irritated.
