What are the current requirements for visa exemption tourists traveling to Thailand regarding COE and COVID-19 insurance?

I've read that "visa exemption" tourists still must get a COE--or now, register with some new online system.

However, at least one government Web site merely indicates that visitors must have COVID insurance, one night prepaid in a government hotel to await test results and a return ticket.

Do you know if this information has to be approved by COE, etc., before you board a flight, or must you simply present these documents to Thai immigration?

Thanks in advance.

TLDR : Answer Summary
Visa exemption tourists traveling to Thailand are required to obtain prior approval either through the Certificate of Entry (COE) or the new Thailand Pass, depending on their flight date. Before November 1st, COE approval was necessary to board the flight, while bookings made after November 1st must have Thailand Pass approval. All relevant documents, including COVID insurance and details regarding accommodations, must be approved before boarding to avoid issues with immigration upon arrival.

The new rules start for bookings made after November 1 .The rules are not based on when you arrive.

Everything has to be approved before you board the flight. Could you imagine the shit fight at immigration with hundreds of people turning up and being sent straight back to the plane? The airlines would go into meltdown as they are totally responsible for flying in ineligible passengers. However, it would make great reality TV! 😆

Before Nov 1st you need a COE to board the flight. After Nov 1st you need Thailand pass approval (whatever that looks like) to board the flight.

sidenote: people with approved COE will be allowed after Nov 1st.

Rebbuttle to the sidenote: The Thai embassy in LA just posted an update today advising people traveling within the 1st week of November to apply for BOTH, a COE and Thailand plus when it becomes available.

yes because the QR code will be easier for entering and traveling within Thailand. A simple flash is quicker than thorough paper checks.
