This is why those who were on non-immigrant or visa-on-arrival before the covid extension can no longer apply for a further extension

The decision is usually that of the immigration officer who assesses your situation, such as how long you've been in the country, the visa you entered on, what other visas you have had etc. It's not an office-specific decision.
