Even for Thai people nowaday not easy like this above information

The bank dont mind about your certificate of residence they mind on your visa holding ,and not all long term visa are allow to open bank acc as well

yes. Many of my customers apply for 6 months on ward and I did ask Embassy by myself as well, I am not sure about another Embassy but I think should be upon the same rules
