Why not apply through LA consulate since your proof of residency is NV? It should not matter you are sitting in a hotel a in NY doing that application online.

most states are at will employment states (I live in one of those states), we get offer letters which are signed by both parties not contracts.

Do you know if the employment agreement needs to have a term the length of the visa? How do Americans who work remotely provide an employment agreement? All we get are offer letters generally.
