I had a friend who didn’t close the loop and flew back to Canada a couple of weeks ago. No fine, no penalty. He was even told, when he was checking his bags in, that there was no problem, and that he wouldn’t be paying any fines, but that as he went through the gates to the international departure area immigration would want to talk with him. This was confirmed by a phone call. But, when he went through......nothing.

I just google mapped Ban Laem, Cambodia and I get nothing. They just show Ban Laem, Phetchaburi, Thailand, which doesn’t border to Cambodia...
