What are the requirements for a visa-exempt stamp for Thailand, and how can my brother handle onward travel ticket concerns?

Hi, friends. My brother is flying into Thailand in a couple of days to meet up with me here. It's going to be his first time visiting. We are going to spend almost a month seeing Thailand, and afterwards we will travel to one of the neighboring country's together. Two questions. It has been brought to my attention that for his Thailand visa exempt stamp he may have to produce 20k baht, and/or a ticket of onward destination in Bangkok upon arrival. Question 1, as we are not sure what country we will visit after Thailand, I'm guessing that it doesn't matter to Thailand which country his ticket of onward destination states, correct..? But, for my brother's sake cancelling his ticket might be expensive. So, question 2, can anyone recommend a company where cancelling a flight ticket, in the event that he wants to, is inexpensive and hassle free..? To anyone who might help me out with this it is much appreciated...

I often use bus ticket for onward travel.. There are only 3 neighbouring country. So if he buys a bus ticket to either there is a 33% chance he'll use it. If he doesn't use it, he is only out $20... Its a small insurance policy.

Most of the time the question of onward travel is made by the airline company at check in. This because they are responsible for him if he get denied entry. Solution is or a cheap ticket, premium flex as Tod wrote, or if the staff is willing to signing a waiver towards the airline company.

If he doesn't have an extensive visa exempt or tourist visa history here he's highly unlikely to get questioned or be required to show proof of funds, a hotel booking or onward travel.
