How can I obtain a Non-Imm O multi-entry visa based on marriage in HCMC?

I just came back from there from a post that ide read on heat couldn’t of been easier get there for nine o’clock in morning and make sure you have letter from wife and every other document needed,they were smiley and happy made it very easy picked up next day in afternoon paid $200 make sure no writing on notes.
