TLDR : Answer Summary
The discussion revolves around the Non-Immigrant O visa based on marriage to a Thai national, specifically regarding the rules for entering and exiting Thailand every 90 days. It is confirmed that the visa allows for multiple entries, with each entry granting a 90-day stay, and users suggest that leaving and re-entering Thailand on the same day should reset the 90-day countdown. There are also notes on the validity of the visa and the consistency of its application regardless of the location where it is obtained.

Also note that the 1 year expiration is an "enter by" date, which means if you time it well, you'll have nearly 15 months of stay in Thailand on the visa.
Seeing as you're applying for the same type and duration of visa, a year-long, multi-entry Non-Immigrant Type O visa based on marriage it doesn't matter where you get it the visa works the same way as the one you got from penang did.
At the Thai Consulate in Ho Chi Min City you can get the 1 year multiple entry Non Immigrant O visa based on being married with a Thai National. Visa is valid for 1 year and on each entry you get 90 days of stay, nothing changed.
