He is from kazakhstan and went now to savanakhet, he need 15 days more to stay in thailand, now he try to come back and the immigration write in his passport that he should go apply at thai consulate, is this right? Can he not get 15 days if he just cross the boarder?

Hi, I need your help. I've read so much about visas and feel desperate. I have passport of Latvia. I can get 15 days on arrival which I can't even prolong, but I want to live in Thailand 1-2 years. How to do it legally?? I am 46, Latvian, not retired, no business owner, didn't plan to study or work. I sold my house therefore I have money on account for just living. What are my options??
