Does anyone know if you're allowed access to an ATM or get a local SIM card at Phuket airport before they whisk you away to your hotel?

I went to collect Re entry inside Suvarnabhumi Aiport but they wanted Thai cash, I kept running Inside looking for ATM to withdraw cash but they had foreign currency ATM only. The officer did not allow me to go out and withdraw Thai bhat. I had to choose my flight to Australia or Re entry. I am on a ED visa Expiring on Nov 2018. I could not collect Re entry. Can I collect Re entry after I land in airport again? I am very worried as it's ED visa.
