I recommend Bang Saen or Ang Sila in Chonburi, have Bang Saen beach, the first beach from Bangkok before Pattaya. Just 45 mins from Bangkok Airport and 45 mins to Pattaya. Have Burapha University there, so have lot of yummy food and nice cafes around and cheap. Have many local markets (seafood, vegetable, ready to eat food, etc.). Have good private hospitals same as in Bangkok (Samitivej Hospital). Have big shopping mall also - Central Chonburi or Central Sriracha, normally I just go to Bangkok for shopping, just 1 hour drive, no crazy traffic jam). This area you will see lot of teenage and working people, not dark side as Pattaya.
