The 60-day rule has not yet come into effect. Many people who arrived in Thailand as of now still received a 30-day stamp. After that, you can extend your visa 'once' for another 30 days (I did this for my husband), totaling 60 days.
If you want to stay for a year legally, please check the retirement visa (Non-O) as others have suggested.
