The whole TM30 seems a bit redundant for fully registered residents. That is what my yellow book is for.
We have been through this before. The consulate has the option to issue visas for non-residents, but they are not required to do so. The general rules require residence papers to use obtain visa services. A transit port like Singapore or Hong Kong are likely to be more liberal on the rules.
The TM30 rules say that everytime you change address for 24 hours, you need to file a TM30, within 24 hours. They do not always enforce it but they can at any time. If you are in hotels it will be done for you. If you are in a long term residence, you have to do it yourself.
You can debate over what immigration might do, but thoue are the rules.
