We have been through this before. The consulate has the option to issue visas for non-residents, but they are not required to do so. The general rules require residence papers to use obtain visa services. A transit port like Singapore or Hong Kong are likely to be more liberal on the rules.

Easy to forget but it might be an option now that the borders are more open. It was pretty cumbersome the first time.

I don't think the borders being open have any influence on the STV visa. The STV is a single entry visa, and can only be used once.

I don't think you need residency status for Singapore to get a tourist visa for some nationalities. They require a long term residency certificate for about 30 nationalities, mostly Africa, middle east, and south Asian countries.

Singapore is on the visa exemption scheme. Your friend can stay in Thailand for the following lengths of time as a tourist:

VISA EXEMPT:

30 Days on entry, extendable once for another 30 days at the local immigration office. The visa exempt is free, and the extension of stay is 1,900 THB

TOURIST VISA:

60 days on entry, extendable once for another 30 days at the local immigration office. The tourist visa is about 2,000 THB IN LOCAL CURRENCY. The extension of stay is 1,900 THB.

THAI ELITE VISA:

5 to 20 years, and the cost starts at 600K THB. Contact the Thai Elite Visa for more information.

Roy Avni I'm 100% positive you can extend the visa exempt. Where do you read it can not be extended? I just looked it up and they are still being sold.

IF you're reading that information from a Thai Consulate website, ignore it. Extension of stays are issued by the local immigration office, which are managed by the Royal Thai Police. Visas are issued by the Ministry of Foreign Affairs. They are completely separate departments and do not communicate with each other.

Never trust what a consulate says about getting an extension of stay, and never trust an immigration office on how to get a visa outside of Thailand.
