the hold is on people without long term visa in Bangkok etc so tourists etc very difficult but O,OA, OX etc are not having much issue

Visa exempt very difficult to open bank accounts these days even with agents it can be hard or cost more to grease the wheels

You can get retirement visa after 50 not 65.

Should have got non O visa before going to Thailand. Easier to open bank account if you don't have one already

Probably because he used an Agent and he is not in Thailand. Is the Agent in Thailand?

Applicant needs to be in the country where they apply.

should have got it before you left home then don't require money in Thailand bank. Then you arrive on non O visa open bank account transfer money then apply for the year extension. You already there you need account and money in bank to hard on tourist visa nowdays.
