why would it hold you up at immigration? It didn't because it was not required yet so they didn't care about it. Probably thought stupid tourist when you showed them

They have also said you can complete it at the airport on arrival. Just adds time for your entry

If your talking about the form the insurance company must sign for OA visa that's for use if you don't use one of the Thai approved insurance companies. You will be lucky to get a foreign insurance company willing to sign it.
