that's not totally true...well, not for "all" visa agencies. Some reputable agencies have "paid" contacts within the immigration bureau...at least they did in the past. With the reinforcement of rules, it may be a little difficult, but not impossible. You will pay more, but always go to a more reputable visa agency.
