You know how restricted the laws are, for example, the case of lease majeste and affect anyone can sue you for slander at any point in time if you criticize them in public. Where is illegal, these people would have been pounced on long ago. It's not the classical route as outlaid in the law for foreigners, but it certainly is an open, legitimate and viable route that works perfectly and allows one to use the stems for entering exiting and doing all the official business without anyone raising an eye.
