Read it again, It says they can only do criminal checks within Thailand !!, So how does this prevent foreign criminals getting a visa if they have only committed crimes overseas ???

 Yes, she would have to file a tm30 saying a foreigner was living in the house within 24 hours of him staying there.

In the event, I suspect you could simply apply to change over to retirement visa and as long as you meet the requirements they would do that.
