What do you mean? It’s irrelevant where you actually are as long as you’re not in Thailand when you electronically apply or the visa is granted. Leave Thailand, as soon as you’re stamped out send the application and then wait until the DTV is approves by the Embassy the The Hague. Then fly back.
Taiwan seems to be a decent place to apply for people with all their documents in a row. Or apply in the Netherlands through the eVisa system as soon as you left Thailand.
You won’t get the residence certificate without a visa though as it requires a 90-day report to be filed first. At least in the jurisdiction of Bangkok. Other parts of Thailand might be more flexible.
