Keep one thing in mind though, this was under the previous administration. There is a new PM now and likely a new foreign minister soon. Policies can change within a short span of time and even at the time of that video each embassy had their own process and price for the DTV.

it was one of the first videos about the visa released in the first week or so of the DTV available. It's with an actual Thai official.
