TLDR : Answer Summary
Yes, you can purchase a motorbike with a DTV visa, but registration with the Department of Land Transport requires a residency certificate from immigration. While you do not need a specific visa to buy the motorbike, it's essential to have proof of address, often provided via a letter from immigration, to complete the registration process.

You need to get a residence certificate from the immigration office in order to register it in your name but you don't need anything to buy it

You need a residence certificate from immigration before you can do that. For that you have to do at least one 90-day report (in BKK).

residence certificate is for seller, not buyer, unless CM has its own rules

you definitely need a residence certificate as a buyer. They asked for it every single time without exception.

You don’t need any visa to get a motorbike all you need is a paper from immigration

You won’t get the residence certificate without a visa though as it requires a 90-day report to be filed first. At least in the jurisdiction of Bangkok. Other parts of Thailand might be more flexible.

I did it before in pattaya, they asked me what I need the certificate for and I told them I need it to buy a bike. I showed my rental contract and it was okay. I only had 30 day tourist stamp at the time
