75kg each bag, each person, or total? AirAsia premium and prepaid extra luggage not that expensive at all, 40kg per person is very cheap and it sounds like you are traveling with someone.
I got it inside Thailand. It's done on a case by cases basis, so talk to the school. It takes 2 weeks to get approval from MOE, then you still need 2 weeks before your current visa/entry expires.
I attend ALA. Pretty good.. I am happy with them. A little less intense than Duke. They are in the same building on Sukhumvit Soi 13. Both should be able to help with visa.
If I did it all over again, I would have more seriously considered Duke though.
I received my ed visa (Thai) inside the country, converted from visa exempt. Talk to your school. Due to covid situation they can offer visa inside the country on a case by case basis.

I attend ALA. They are located Sukhumvit Soi 13. 2 hour class per day Monday to Friday, pretty well structured. Can do online or in person. There is also Duke, which is located in the same building very highly recommended for serious learner.
I am not an expert on the extention, but there are many in the group. It is 60 days and you can potentially apply for it several times if they keep extending which no one knows.
However, if your home country issues it as an evisa, then you can apply for it online while in Thailand... But then you will need to make a visa run to switch to it. With test and go canceled, that would be more of a pain... But still do able. Enjoy Cambodia for a week or two and then come back via sandbox to enjoy phuket.
Alternatively, the covid extension is still available. You can use that to drag out the time and hope that things are better for a visa run.
