TLDR : Answer Summary
To obtain a resident certificate in Bangkok for purchasing a car, you need to visit the Chaengwattana immigration office. An appointment is not necessary, but the experience may vary depending on the office. Generally, you'll need your US passport, the receipt of your 90-day report, and possibly a TM30 screenshot. While the certificate is technically free, you might face varying charges depending on the office, often around 200-300 THB for expedited service, which you can pay to receive it faster. Delivery can take up to two weeks if mailed, but expedited options are available for immediate processing.
For Bangkok isn't there supposed to be possible to go to some of the other centers to do this? I haven't done it but it would save the darn trip all the way out to govt complex...
It's amusing that the address which is on your driver license doesn't actually count and cannot be used for a car registration and transfer...? :-D

The expedition fee for this service is technically a tip or a bribe. I found this out when I was offered expedited service on the first one I needed, and asked about it for the second one a couple of weeks later with a different person at the counter. They had some questions about my previously expedited document. Played dumb to keep from getting anyone in trouble, but be careful when making payments that arenât for services listed and that donât have receipts.

Each office has different requirements, and technically the certificate is free. However you may find that if you want the free version itâll be next day, or mailed to you in X number of days. If you want an expedited one then you pay a handling fee.
If youâve got a TM30 filed and in Bangkok have done a 90 day report then you can apply. Theyâll want a copy of the TM30 screenshot, copy of your passport, current entry stamp and a photo. Iâm not sure what the current charge is there for an expedited one.
If you donât have the TM30 then youâll have to visit counter B and file one first.
If you havenât filed a 90 day report yet, or you canât because youâre not on a long term visa then youâre out of luck in Chaengwattana. Other provinces will do it but not there.
umm. I got the residence letter to buy a motorcycle/car three months ago at Chaing Wattana, and only needed my passport, and 90 day report receipt. They charged bt200, and I received it in the mail six days later.
ok. As stated each office has different requirements. in Phuket itâs done differently. Without a TM30 filed Iâm not sure how they can confirm your address. Here itâs 300 baht and you get it straight away (20 minute wait time depending on how many others have requested it before you).
for the TM30 they went by the form my landlord filed, and that was in their computer. I did not need a copy as they already had it. In Bangkok they mail it to you, which is also an address verification, as if you give them the wrong address you won't receive the letter.

I can answer some. I did one maybe a year ago at Chang Watthana. It was going to be mailed and take two weeks. Or pay 1000฿ and get it in an hour. I did that.
I had my passport. I didnât need a lease because my address was registered already.
