You may need to bring your non-o to ministry of Labour and find employer who want to employ you to gurantee and not every type of jobs that foreigners can do to breach the employment law which reserve for Thai citizen. I am a law firm and visa agent and never tell my clients that they dont need work permit.If you really dedicated to work choose Non B Business visa.

You can get married and let your wife business employ you. Or Establish Thai company with her and apply work permit. Neither Retirement visa nor married visa will allow you to work in the kingdom of Thailand
An appeal must be submitted to the competent official within forty-eight hours from the time the official's order is known. and follow the form and pay the fee as specified in the ministerial regulations. When the foreigner files an appeal The competent official shall wait to deport the foreigner out of the Kingdom until there is an order from the Minister in that case.
