Toeic is 1500baht and he needs at least 15 days visa validity to be able to convert from tourist to Non B within the kingdom.

That's how it works for NNES. Get a police Clearance, TOIEC and equally certify your degree and get it legalise at the MFA ( Ministry of foreign affairs) .
