 I changed mine in CW Bangkok it took nearly all day , so I would do it before if you are doing it there.

It's not easy opening up a bank account in Thailand on a TR visa. Best to make the Non-O in the UK.

 Just be careful because starting the visa again will only go up to where the passport expires. You are better off coming back with a new passport..

 You can't just walk-in , ( Swansea ) it's done by an appointment ( to obtain in the UK)

Is a 90-day report required for those on a visa exemption or standard extension in Thailand?

90-day.report is for long stay visas only, to my knowledge. As you don't have one, it shouldn't be a requirement.
