Anonymous participant so just apply from your home country, doesn't matter about when you want to go to Thailand it's not important, so long as you .meet the requirements you should get your DTV, then can book the flights to Thailand

The Thai embassy will just want proof that you are in Portugal and if you are not resident there your last embarkation is the airport where you departed from to arrive at Lisbon. You don't need to mention any flights to Thailand if granted a DTV you are free to arrive anytime
