How can DTV visa holders pay utility bills and purchase a car without a Thai bank account?

same as when you withdraw cash unfortunately. Not every bill can be paid with Wise or in cash, some only with scan.

How long does it take to get a visa approved once it says pending approval?

Hey I hope you get it soon but it can take up to 2 weeks or even more as I’ve heard.

I understand though I will be in the same situation next week 🤞

Try to fill your time with something so you don’t think about it that much, my first visa took 2 weeks and got approved on the night before the flight.

When I applied for ED visa I waited for 7 weeks and it got approved. If it shows that it’s pending I wouldn’t worry.
