on a tourist visa speaking English is not an issue for consideration. On a spousal visa it is. You have to do an English speaking and listening test called A1 IELTS. On part one of visa for 2.5 years then 2.5 years part two A2 test. I know going thru it now. Expensive.

National health surcharge .visa. Solicitors extra. Total with Solicitors £ approx. Plus incidentals. Not cheap.

Alternately fly her to France ferry her to England. Demand her human rights as your wife with immigration.
