Can a Belgian passport holder enter Thailand for 30 days without an onward flight ticket?

It is checked for the "Thailand Pass". For simple entry, I was only checked once. But the officer did not check the date, only if I had one.

If he can not get a return flight with changeable date, he should try to buy a cheap (40EUR) flight to Vientiane or any other place close buy.

Will a marriage certificate without ID be accepted for a visa extension in Thailand, and do both partners need to be present for the renewal?

"Or if that is a problem... Simply get married again in Thailand and register it with your Amphur." That does not work. For that both need a certificate clarifying that they are not married!

Will I be refused entry to Thailand with a 90-day return flight while applying for a 60-day tourist visa?

Usually they do not care bout the real date of the return flight. But the safest and simplest option is a flight where you can change the date. So book it for the

days original return requirement and then change it accordingly to your changed plans.

With Thai Airways that is no problem, no idea about BA, though.
