We are an American couple that have been on separate retirement visas for 10 years. We were told by immigration we could change and have one of us go on the others as a dependent but we needed a certified marriage certificate.

I don't see this working well since most short-term tourist don't get a Thai phone but just use wifi. Even a spouse would have to have their own Thai phone. The biggest source of cases in Thailand have come from Burmese migrant workers, legal and illegal, so you know all of them aren't going to have smart phones.
