You can apply for the LTR Visa only through the official LTR Visa program website. Once approved, you can schedule an appointment for LTR Visa issuance either at the Royal Thai Embassies or Royal Thai Consulate Generals overseas, or at the One Stop Service for Visa and Work Permit Center in Bangkok.

In your screenshot, it shows an application for an e-visa. However, they will request notification of approval, which can only be received through the LTR program website. In other words, there are two steps: Application Submission (via the LTR Visa site) and Visa Issuance (which can be done via e-visa if available in this country).

Yes, you apply through the BOI online, but you have the option to choose where you receive your visa if approved—either at the OSOS Chamchuri Square in Bangkok or at a consulate or embassy abroad.

Successful Report from Phnom Penh (not me)

Documents:

Consulting contract with a Singaporean company, with an electronic signature, downloaded from deel com

Employment certificate from deel com, stating my position and salary.

Bank statement for the last 6 months (submitted on my own initiative and based on previous experience applying for a tourist visa).

Company extract from the Singaporean registry (submitted on my own initiative).

Interesting Points:

They immediately checked the account balance and said it should be $15,000; I had $14,000, so I had to provide a statement from another bank to reach the required amount.

I paid $400, in dollars.

FAQ:

Did not submit a document about the current location.

Bank statement from Wise USD account in English.

Employment certificate and work contract include my full salary.

You can apply at any Thai consulate that doesn't require residence. Generally, these are consulates that do not use the e-visa system, such as those in Laos, Vietnam, Cambodia, and Malaysia. Just check if they are already issuing DTVs and review the requirements.
