If your student visa is for at least 3 months you can go to Bangkok bank with your passport, visa, certificate of residence from immigration and money and they should open the account. If you have less than 3 months on the visa it's gonna need alot of luck.

The issue is not with immigration. The issue is with the banking system. Immigration does not need to stay current with the banking laws/rules.

If the letter works out for you, consider yourself very lucky.

I states on the residence certificate it can be used to open an account but it still gets nothing on a tourist visa.
