The amount you have in your Thai bank account is irrelevant. You will pay withholding tax on any interest paid on your account at the prevailing rate, currently 15%.
suggest you read the gift section of the Revenue Code for more details but you can gift to people who are not immediate family members up to 10 million per year. Go to the Revenue Department website and look up gifting.
