Yes technically... But it's very difficult (not to say impossible) to renew with some immigration offices.

Some offices won’t extend a DTV a border bounce is the way to go

Correct, but, you need all original updated documents, ongoing workation/soft power activity, ongoing financials and anything else the IO asks for which is why the vast majority prefer to simply border bounce to get their next 180 day entry stamp without having to provide any of the extension requirements.
