You don't actually renew the visa. Once the 12-months is up it's done. You simply apply for extensions of stay

It's always been this way. The only "tourists" flocking to Vietnam are the Cheap Charlies which Thailand really doesn't want anyway, so it's all good!!

Generally, you have a bit better chance of getting a good coffee in Vietnam, but you're right, other than that Vietnam is a bit of a shithole compared to Thailand
