I meant they look at the past 12 months when counting number of days on VE. But is this a regulation or is this another officer playing God?

It looks like they use previous 12 months instead of calendar years then.

My concern was mostly about whether I'd be seen as a back-to-back person or whether I topped any quota for number of days in Thailand.

Bear in mind though that if you choose another consulate in a different country the rules will likely be stricter. You need your passport, one (?) passport photo and the fee which is 1900 baht if memory serves. It's next day pick up so you'll be overnighting in Vientiane but it's a great little city. You can pay for anything there with baht so don't bother with the forex.
