I also recommend Thai Visa Centre for Bangkok, though be aware that your visa will come from a provincial office, not Chaeng Wattana In Pattaya, Maneerat Travel seems to be the most popular.

How long does it currently take to renew a US passport at the Embassy in Bangkok?

In principle, new passport applications have to be done by mail. Check the embassy website for the procedures required. Generally, it will take four or five weeks to receive the new one and during that time you will be without a passport/
