yes you can apply from bali but in case you are invited for an interview you will have to visit the royal thai embassy in jakarta... Just got my DTV granted today from there :)
To be honest my experience with House of Taste for a Thai cooking course has been very pleasant! the course is for 6 or 12 months and they can offer visa support service as well

My advice would be to fly to a neighboring country and arrange your DTV from there (Vietnam, Laos, Malaysia,Indonesia). First of all its much more practical and cheaper to arrange your DTV from there. I can highly recommend House of Taste in BKK for a DTV soft skills thai cooking course, it doesnt matter where you apply for it as long as it is outside of thailand. If you are only returning to thailand for 2 months you dont need a DTV visa which is basically eligble for 5 years, just get a visa on arrival for 30 days and extend it another 30 days at the immigration office in thailand
