there is nothing such as a "multi entry ED visa". Either one has a "1-year extension of stay permit based on an ED visa" and bought a multi-entry permit for 3800.- THB for the remainder of this stay permit, or he holds a single entry Non-Imm-ED visa

He can try Siam Exchange. They are known for tolerating damages and scribbles. You find therm at the northern end of the MBK Center. Here's their website:

if you are over 50 years old, you could apply for the 90-days Non-Imm-O retirement visa, and in Thailand change it to the 1-year extension of stay permit based on retirement. It is a much easier process to achieve than the marriage extension. It however requires a deposit of 800,000.- THB on your Thai bank account in the first year

WISE only transfers into Thailand, not out of Thailand. That's what Dee-Money is for. Or you take out the Thai Baht and bring 'em to a money changer like SiamExchange (north of the MBK Center) or the SuperRich head office. There you will be able to exchange them back into US Dollars and you are allowed to take 'em out of Thailand

if you hold high savings in your home country, and can prove it, Thailand will not tax a single Satang of it. Thailand only intends to tax INCOME. Savings are NOT an income

I use WISE. The limit of a single transfer is 2 million Thai Baht (actually it should be 1.999.000.- THB) into your Thai bank account. But only THREE Thai banks will accept a transfer higher than 50,000.- Baht. These are Kasikorn, Bangkok Bank and Siam Bank PLC . . . .
@Chris *******
how much your home country allows you to transfer, I don't know.

"Multiple Re-entry Permit - can I get this at any airport e.g. Hua Hin?" . . . . . . . . . . . . . . . . . normally only at international airports (Suvarnabhumi or DMK or U-Tapao or Chiang Mai) Hua hin is not yet an international airport . . . . . . . . . . . . . . . . . . . . . . . . . better you buy a re-entry permit on Immigration, as soon as you got the "Extension of Stay" stamped in your passport
