You can look at which papers are needed.if you don't qualify move to Belgium the minimum requirements of salary was less than the one required in the Netherlands. Belgium is easier when it comes to bring a spouse. Search for Belgium route on Google.

it's the office that determines when you are able to get visa. It depends on how busy they are. It's sounds risky to have an appointment on the 29th and having a ticket for day 30th.

I Know that you get visa on arrival for certain countries. It's highly impossible to get a visa in one day, especially during corona times. Your bf has to change his departure date if it's possible
