It isn’t long term, but has worked for some people to keep their account. So like everything it all depends on who you are talking to and what kind of day they are having.

If you have an actual multi entry visa you will be fine. If you are on visa exempt you might have issues.

Any of them can call you in for any reason so if you apply where you aren't or leave before it is finalized you are gambling your application fee.

 as long as it isn't expired you should be good. But yeah most visas you have to enter within a certain time frame.

 then probably no hope, your friend is not going to Thailand. Maybe Vietnam or Laos.

 different immigration official might review it. If they are set on going to Thailand it is their only chance. And it is a long shot. Once refused it only gets harder.

What documents should I submit with my O visa application to prove my presence in Australia?

Can also use anything that has your address (passport, drivers license, etc) but they might ask for something issued recently so a utility bill is easy.
